The Order of Civil Merit was established by King Alfonso XIII of Spain in 1926 and it recognizes the civic virtue of officers in the service of the Nation, as well as extraordinary service by Spanish and foreign citizens for the benefit of Spain.
The Spanish royal family presided over the Order of Civil Merit decoration ceremony on Wednesday at the Royal Palace in Madrid.

The ceremony took place on the fifth anniversary of King Felipe VI's reign, and today he bestowed the Order of Civil Merit on 41 Spanish citizens.
Queen Letizia joined her husband in congratulating the recipients, as did their two daughters, Leonor, Princess of Asturias and Infanta Sofía.
Her Majesty beamed in a baby blue cap-sleeve dress for the occasion.
Featuring an inset tab waist with jeweled buttons, the a-line number hits below the knee. Unfortunately the designer/brand of the dress is unknown.
The was a sparkling surprise today. In addition to her familiar Aldao aquamarine teardrop earrings and Karen Hallam signature ring, Queen Letizia debuted a diamond and sapphire bracelet.
It's origin is unknown but I'm intrigued by Sara's suggestion from the Spanish blog Letizia De Princes A Reina. She suggests it could be a matching piece for the diamond and sapphire epaulette earrings Letizia wore on Day 2 of the UK State Visit in 2017.
She also premiered a sky blue Mascaró 'Ceremony' clutch bag as confirmed by the brand on Instagram.

Letizia's dress is sweet...not a show stopper but just fine for this occasion. I don't care for the nude shoes with this. They don't clash but they also don't elevate the look. I would have worn navy shoes, or grey, or pale blue to match her clutch. Letizia's hair looked a tad disheveled today.

A beautiful outfit today. The Queens dress is so elegant, the colour very pretty. Her teardrop earrings and bracelet are absolutely gorgeous. The beige shoes are a hit, but the clutch bag, stunning.

This is a lovely, simple and elegant dress. I love the waistband with the bejewelled buttons which helps emphasize Letizia's tiny waist and adds some interest preventing the dress from being dull. The taupe shoes are a nice touch of contrast. I also love those gorgeous aquamarine earring and beautiful sapphire bracelet which are in sync with the dress. Let's hope this means we will be seeing more jewelry in the future. I'm just not wild about the powder blue colour because it reminds me of a baby boy.

Baby boys do not wear that colour anymore!! It is sexist, at least in this country mums dresses girls and boys in blue, pink, white, but not sex difference, it is considered a bad education?? I can't find the right word.

I will be adding this ensemble to my list of favourites for 2019! It's sublime, I wouldn't change a thing! the refined silhouette is beautiful.The stunning Bvlgari earrings couldn't be more perfect against the soft blue colour. The shoes and clutch appear almost invisible but enhance the look further. The Mascaró is immaculate against the dress, I love that the pumps don't coordinate in colour but lengthen the leg in the perfectly matched nude tone. It was graceful in motion, the encrusted jewelled buttons looked heavenly sparkling throughout, the sophisticated cut of the cap sleeves was subtle in design and the blue complemented King Felipe's shirt. The dainty diamond and sapphire bracelet provides interest against the clean backdrop of the dress. I adore the loose up-do, hair and makeup are effortless and youthful. Everything about this look is utterly elegant and works harmoniously with the rest of the families clothing.

Straight on to the next engagement for Letizia and Felipe after the splendours of Windsor -- no let up for working royals! I love Letizia's dress in all its quiet classic style, a lovely unassuming piece in equally downplayed colour to help her maintain a supporting maternal role while her daughters step into the limelight.

I know there is a debate concerning the British Royal Family as to whether or not the women should wear tights or panty hose. Kate seems to wear them when her legs are showing, but Meghan only seems to wear them if the Queen is present. Some lament that tights are old fashioned and unnecessary. But when I see Letizia's bare legs and her sinewy feet, I wonder if tights might give a more polished look.

In Spain tights are not worn, it is not a Letizia's thing. It is considred itchy, very unconfortable to use the bathroom also you need a spare because they are delicate so we only wear opaque tights in winter but not transparent ones.

That's a good point, Laura. In times past tights or pantyhose were a 'must' for women wearing dresses and skirts. It did give a more polished look. Somewhere down the line pantyhose became old fashioned and women stopped wearing them. Where I live I have to wear them in the fall, spring and winter or I will freeze my legs off.

Exactly my point, Sandy...tights do hide imperfections. Then again, if it is not the style in Spain, then their Queen is more than okay to follow her country's direction. Like you, I live in a cold climate, except for summer. I and my friends wear tights late September until late May.

Moreover, I think that most people wear pants/trousers in winter. I have a lot of dresses for summer, in winter I wear opaque tights, and boots, also they endure a lot. Nevertheless despite living in Madrid, I am from the North of the Country where the higher temperature is 25C in summer. There people wear pants, boots, and the tights are woolen?? As the girls , we call them leotardos, I do not know in English.

The most importat is the 107 years old woman who was an awarded and all her life has been helping people. 41 Spaniards were awarded for a life of help to others. Letizia told theThe girls to acompany her to sit down.

The 107 year old lady ( I think her name is Clothilde) looks great for her age. She could pass for 87. I think Spain has one of the longest life expectancy rates in the world. It must be the diet, lifestyle and close family ties.

Love the dress. The colour and details in the middle is what makes it. Now, accessories : either aquamarine or sapphire but not both. Either aquamarine earrings/bracelet or sapphire earrings/bracelet. To mix the two distracts the eye to look at the earrings back to the wrist, takes the eye too much from the dress.
